  • 30 Jun 2015 in National Assembly: I would like to hail this Bill because, for the first time, we have a proposal dealing with the working conditions of our private security service providers. Private security firms have become a place where slavery takes place. One takes advantage of the lack of employment in the country, employs a number of jobless people, secures government or private sector contracts to provide security, deploys those people without any training or tools and expects them to provide security. I sat in the sub-committee with Hon Kihagi and, for the benefit of the Members, from Page 10 of this Report to the upper part of Page 13, our sub- committee went into details of the documents one by one. Land transactions and registration of land is a chronological thing. You cannot just jump and create interest. Interest gets created and transferred at the beginning when land is allocated.   • 9 Jun 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to contribute to this Bill, which is timely. Fishery is a very big sector in our economy and not having it regulated, especially pursuant to the Constitution 2010, that requires that we sustainably use our natural resources, would be a disservice to the people of Kenya. I note that my constituency has two fish landing beaches. I look at the way they practise fishing and the challenges they face.   • 9 Jun 2015 in National Assembly: Having fished, now you have the fish but there are challenges. I look at the people at Silanga and Gengu beaches in Rangwe Constituency and note that when they come back with fish from the lake in the morning, a lorry is parked there waiting for the price of the fish to drop. In the morning, fish costs Kshs500. The person who can buy fish at that price, refuses to buy knowing that by around 10 a.m., the fisherman would be desperate knowing that later, the fish will rot and fetch nothing.
