Hon. Temporary Deputy Speaker, I want to bring to the attention of this House the clamour by the Council of Governors. The Council of Governors has met our Committee and the governors have been very adamant on the issue of tariffs. I want to go back to that issue of tariffs. Hon. Temporary Deputy Speaker, I propose that the Motion be amended by inserting the words “subject to re-committal of the Land Registration Act provisions”. The reason for this is that by passing that section of the Bill, we have literally disbanded all land control boards across the country. Those control boards have a function that they carry out and I do not think it is fair for this House to disband them without a mechanism of replacing them in what they were doing. I would like to appeal to hon. Members to ensure that we keep the land control boards ...

Hon. Temporary Deputy Chairman, I want to thank my brother, hon. Duale, for listening and agreeing with me on this. It is not that I was surveying. It is that I also belong to the Committee on Environment and Natural Resources, which has been prosecuting the Mining and Water Bill for the past few weeks and I did not have time to sit in the Lands Committee during the deliberation of the Statute Law (Miscellaneous Amendments) Bill.

Thank you, hon. Speaker. As I make this request, I would like to draw your attention to the fact that this statement was first sought last year in June, and it has taken nearly a year. First, it was because the relevant committee was not yet set up and then it has now taken all this time since the committee was set up to be brought. Hon. Speaker, I would like to seek a Statement from the Chairperson of the Joint Committee on National Cohesion and Equal Opportunity regarding the ethnic composition of the National Police Service Commission.
