Six weeks ago, I raised an issue concerning interdiction of a number of teachers across the country for heading the call by their trade unions to participate in industrial action. If you may remember, the Committee Chairperson was given two weeks to respond. He came here and said that a response came from the Ministry, but it was inadequate.   • 14 Nov 2019 in National Assembly: A ranking Member, Hon. Odanga, is telling us the same thing that the Chair of the Committee said a month ago. It appears that this Committee routinely requests for two weeks. Could we be assured that this time round, it will be available within two weeks? Hon. I draw the attention of the Speaker for your interpretative and clear directions on the provisions of Article 95 of the Constitution. He also confirms that he is in my sub-committee. If you look at the deliberations during the Committee Sitting where the sub-committees were constituted, you will find that the direction - and the Chair of the Committee is here - was that each sub-committee should go and organise their leadership. Speaker, if you remember, there was a complaint that particularly Questions, Bills and other issues were delaying reporting before the House. The Chair in his wisdom brought the matter to the Committee so that the various Members could assist him do the work with the Committee. Those sub-committees were formed. The decision was that each sub-committee was to go and sit down. This is a new invention. Didmus is most concerned about Parliamentary Question delays, he should chair the sub-committee. The decision to make me chair was only made because of the Bills. The other things we were saying were matters which merely require responses. The meeting at Hilton Garden Inn was not a meeting of the sub-committee. I remember I never said so.
