I would agree to that extent, save for the fact that, the reason as to why we have both (b) and (c) is that, if you look at (b), it is to advise the Cabinet Secretary on matters relating to refugees in general. But on this specific matters as we go across the Bill, you will find provisions requiring that some recommendations be made before determinations or decisions can be made on those matters. As currently coached, The Refugee Status Appeals Committee is being empowered to make recommendations for declaration and revocation of primafacie status. The contemplation of the provision is that the decision to deal with these declarations and revocation of prima facie status is a decision of the Cabinet Secretary.
