I thought in terms of Clause 6 here, you needed first and foremost, to provide that Kenya Revenue Authority shall establish revenue collection systems for all counties before you say, it may be a collecting agent for the counties. For purposes of collection, we have a single system across the country determining the amount to be collected, what items are taxable and to what extent; this is so that the money being collected down there, does not go into people's drawers but comes to the National Treasury to be divided later. What do you think about that?
