  • 4 Jun 2020 in National Assembly: Hon. Speaker, I have previously appeared before the National Assembly Select Committee on the matter of non-payment of members of the COC, but nothing happened. What I am saying is that the members of the COC perform an important role. It is a body created by an Act of Parliament. It cannot be contemplated that they can duly oversee PMCs when no coin at all is being paid to them. We must make these changes as we approve these committees. Hon. Speaker, I believe the good and able Chair will take up these matters. Thank you. view

I wanted to inform him as my learned friend that, in the United Kingdom, there is the Corona Virus Act 2020 that has facilitated the fight, through the Houses of Parliament, and through an ad hoc Committee. That is the situation in the USA, Canada and Australia. Deputy Speaker, under the Constitution, there are Bills which can only originate from the National Assembly and there are Bills which can originate in either House. In respect of these two Bills, they originated from the Senate and communication on them came under the Constitution and the Standing Orders of the National Assembly. The National Assembly processed these Bills from the First Reading to the Third Reading. The National Assembly proffered amendments to the versions of the Bills which came from the Senate. The distinction I am making is that what we have now is a mediated version of the Bill. That now requires me to make the second point I wanted to make.   • 6 May 2020 in National Assembly: When this Bill was transacted, the House recommended various amendments to the Bill from the Senate. A Mediation Committee was then established. My view is that if you look at the provisions in the Constitution relating to a Mediation Committee in Articles 112 and 113 against Article 123 that the Leader of the Majority Party is speaking to, it is not defined how voting should take place in the Mediation Committee.
