Thank you, Hon. Speaker for indulging me. Let me also thank my brothers and sisters for their indulgence. The Motion we are discussing is grave in terms of what is coming from the Chair, considering the role of the Budget and Appropriations Committee. I have watched the Leader of the Majority Party seek substantiation from Hon. Jakoyo on a matter that the Chair has ruled should be substantiated tomorrow. The substantiation is very serious, in my view, in determining whether the proposed membership ought to serve in this Committee or not. Would I be in order to seek your direction ...

Hon. Temporary Deputy Speaker, I never wanted to intervene. I was waiting to contribute substantively but, you have ruled on the issue of relevance. We need to adhere to that. This CORD thing de-whipping Members from committees keeps coming up and yet we know that a number of those Members, like Hon. Olum, whom the newspapers are today saying was de-whipped for being a rebel actually gave up the position on his own. Could we keep to the track and debate?

Thank you, Hon. Speaker. I had placed a request to rise on a point of order and not to contribute immediately. I am not contributing on this Bill.

Hon. Speaker, I understand it but I am always keen to speak on matters before this Assembly fully prepared. I beg that this chance goes to another Member.

Thank you, Hon. Temporary Deputy Speaker. As we debate these Procedural Motions, permit me to welcome all our colleagues back to Parliament. In all likelihood, this Parliament is going to be dissolved by May, latest June next year. This is something that we have to be very alert to when we consider all the Motions herein. Essentially, we have one year to serve this nation. The burden of this Parliament in terms of useful legislation to the community, the Motions and the Bills that we need to pass is very heavy. The one year that we have is not going ...

circulation to all Members register their opposition. For a Motion without opposition, the Speaker sits and it is merely read and the Speaker hammers the table to mean it is passed. Due to the structures of the Standing Orders, we are sometimes compelled to move and debate Motions over which the entire nation through the representatives seated here already have unanimity of mind and consensus in terms of its passage. So, we could reduce that, and maybe include in our Standing Orders that we accept that if there is a Motion on which there is nothing burning from a Member ...

Thank you, Hon. Speaker. This is my “maiden speech” after a long absence from the House during which I was honoured by the people for Homa Bay to serve them as their Chairman, the Orange Democratic Movement (ODM) party. The matter we are dealing with is very serious. I have looked at the documentation presented in terms of the academic and professional qualifications of this lady. Since we started vetting ladies in this Assembly of the people of Kenya, this lady is only comparable to one, Dr. Monica Juma. She is a lady whose way I do not want to ...

Thank you, Hon. Speaker. The fight against corruption cannot go forward without the EACC in place. A number of us have been saying that the fight against corruption has been hindered by the absence of those Commissioners. I know all those nominees at a personal level, save for one. Some of them interacted with our Committee in other positions they sought to serve the country. Others are professional colleagues. This is a good team to move the fight against corruption forward. We will not complain about small issues like a Luo not being in the list. This team can lead ...

who are mindful of the fact that the tenure of the Presidency and this Government depends on the work they will do. Corruption is hurting us so much. It has made insecurity a situation in this country, in the manner that our President acknowledges. The EACC as currently constituted is a let-down. I am very happy that we mandate those commissioners, if they will be approved by this House; to move forth with speed and vet people currently serving in the employment of the Commission.
