The mandate of the Senate is set out in Article 96 of the Constitution, particularly Sub-Article (1) and (2) which state:- “The Senate represents the counties, and serves to protect the interests of the counties and their governments.” view

Deputy Speaker, the fact of the matter is that there is a misconception in Government and within this House, that national Government has some resources or money to give to the county governments. That is not so. This House is required by law to share resources between the county governments and the national Government.
