When a great Kenyan dies for the good of the country you feel it. I can remember with outmost clarity the mood that was in the primary school where we were when Dr. Robert Ouko was killed. Of course, there was a host of other deaths. view

That sovereignty is exercised by Kenyans either directly or through their elected representatives in the House. The Report is already there. What this Bill proposes is that the Report should come before the representatives of Kenyans, who are seated in this House for deliberations. view

Speaker, Sir, when the Bill was brought before the Departmental Committee on Justice and Legal Affairs, Members were asking whether we were going to use the parliamentary forum to alter the content and substance of the Report. I want to assure the Members of the National Assembly, who are present, that in our considerations, as a country, we indicated that, as the representatives of the people, we cannot be limited in terms of receiving and debating the Report.   • 28 Nov 2013 in National Assembly: We proposed as a Committee that our consideration of this Report should not allow the National Assembly to alter the content, or the substance, of the Report. This will ensure that we do not use the liberty of debate to take over the work of the Commission and begin re-writing the Report. I think we will be urging the House at the Committee Stage to pass minor amendments, so that the Report can come to the National Assembly and we debate it as leaders. view

  • 27 Nov 2013 in National Assembly: Hon. Speaker, the Statement request I had made was very urgent. The House would understand where I am coming from, knowing the previous employer of the Cabinet Secretary and the ongoing process. My fear is that the recruitment process is nearing conclusion. In fact, the three names of the persons amongst whom the Cabinet Secretary should be making the appointment are already with him. The rules of this House do not allow us to injunct the process.
