  • 10 May 2007 in National Assembly: The hon. Member has observed a scenario where a school was provided with free primary education grants and that books were not purchased. I will be quite happy to receive that information and I will take appropriate action, not only against the headmaster but against the school committee. As I said earlier, we do have an auditing organ in the Ministry which goes all over the country to audit the manner in which the free primary education grants are being utilised. view
  • 26 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, before I read the Statement, let me first of all, apologise for the fact that I should have made this Statement yesterday, but for reasons and circumstances beyond my control, I was not able to do so. In the recent past, there have been reports on the issue of the Ministry's effort to acquire some land from Lenana School for the building of a district secondary school in the area. Some of the reports appearing in the Press have tended to apportion blame on those who have been pursuing this matter. It is more than fortunate, ... view
  • 26 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, definitely, the two hon. Members have raised concerns which deserve to be listened to. However, it is important, at the same time, to understand and appreciate the fact that following the implementation of free primary education, we already have an additional two million students in our primary schools. I am sure the hon. Members will appreciate the fact that these students need to be provided with places in secondary schools. Therefore, as a Government, we need to ensure that extra schools are built. As a Ministry, we have decided to examine the request on the part ... view
  • 19 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, we are bound by the Standing Orders of this House. However sweet a statement is made, I do not think it can be accepted if it violates our own Standing Orders. There is no doubt that an allegation has been made by hon. Ojode against hon. Michuki, and that is contrary to the Standing Orders. Mr. Deputy Speaker, Sir, I am seeking--- view
  • 19 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, we are bound to respect the Standing Orders. I seek your guidance on whether hon. Ojode is in order to impute improper motive against hon. Michuki without bringing a substantive Motion to the House as laid out in the Standing Orders. view
  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I am aware that there has been that discussion which has featured quite prominently in the media. However, I would like to seek the indulgence of the Chair so that I can come with a comprehensive Statement about the matter some time next week. view
  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, Wednesday will be a much better day because there are certain discussions on the matter still going on. view
  • 31 Oct 2006 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to make my contribution to this very important Bill. It is true that this Bill is very important. This is the Bill that formally and legally entrenches the measures announced by the Minister for Finance during his Budget Speech. If this Bill is not passed by 31st, December, there would be a very serious problem as far as revenue collection is concerned. I think it is appropriate to commend the Minister for Finance. First of all, the Budget that he presented way back in June demonstrated ... view
  • 31 Oct 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I was talking about ICT and I am very disturbed that my colleague cannot listen to what I am saying. If we really need to develop this nation, we must embrace ICT fully. I was trying to state a few things that we need to do. First, we must be committed to ensuring that all our schools, especially secondary schools are fully equipped with computers. That is very important. Many countries of the world have committed themselves to ensuring that, at least, 70 per cent of those leaving secondary school are ICT literate. We also ... view
  • 28 Jun 2006 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion. At the very outset, I would like to commend the Minister for Finance--- view
  • 28 Jun 2006 in National Assembly: Mr. Deputy Speaker, Sir, for obvious reasons, I will ignore that since it belongs to the trash can. However, I would like to thank the Minister for Finance for delivering a very strong Budget. To that extent, he demands to be commended as this was, indeed, his first Budget. Some of us know how difficult it is to formulate a Budget and much more, to deliver the Budget in an eloquent manner. The Motion at hand has to do with the approval of the various ways which were used in revenue collection. While taxation measures are ways and means of ... view
