  • 24 Jun 2015 in National Assembly: Hon. Deputy Speaker, can you ask the Chairman of Orange Democratic Movement (ODM) to consult in low tones. These sectors are also the engines of growth of our economy. The rider in this, however, is that the Government will be serious in fighting corruption and the monies allocated to these sectors will not end up in the pockets of those charged with the responsibility of running our economy. The bad side of the Bill is that the Budget does not take into account some facts, particularly the cost of living. The cost of living has not been addressed very adequately ... view
  • 16 Jun 2015 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker for the opportunity to contribute to this Report. From the outset, I strongly support this Report by the PIC. This is because it has come out very strongly in its recommendations. It has not beaten around the bush like other probes that have taken place. All over the world, privatisation and reorganisation is supposed to increase efficiency and productivity, and move the government out of production of goods and services. However, what has happened all over the world, for example in Eastern Europe, is that there are people who have placed themselves ... view
  • 16 Jun 2015 in National Assembly: Hon. Temporary Deputy Speaker, it is not just the oil refinery that we are talking about in this country. My colleagues have mentioned the Telkom Kenya. We also have the lined up sugar companies and if we do not watch keenly, we will see the assets of those industries being stripped. One wonders why heads are not rolling and people are not being taken to court. People have not been taken to court because the anti-corruption institutions have become an industry. This is where people go to make money. I think these people should not be sent to the Ethics ... view
  • 16 Jun 2015 in National Assembly: With those few remarks, I want to support the adoption of this Report and say that I do not agree with the recommendation that these people should be investigated because the investigation have already been done. These people should be taken to court and charged. view
  • 28 Apr 2015 in National Assembly: Hon. Temporary Deputy Chairman, the amendment I wanted to propose is that nobody should be prevented from taking part in procurement simply because he has been sued. That is why I moved that amendment that has been adopted by the Committee. view
  • 28 Apr 2015 in National Assembly: Yes, I am supporting the amendment. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 21 Apr 2015 in National Assembly: Hon. Speaker, I prefer being called George because Washington has already been taken by Hon. Jakoyo Midiwo. So, I am George Omondi not Washington Omondi. view
  • 21 Apr 2015 in National Assembly: I rise to second what my Chairman has said. I will add very few points to what the Chairman has said. For the Senate to come to us to vary the Budget, one may ask, of what importance is the BPS? It is brought to us here to look at and prepare ourselves for budget-making. It would appear the Senate went through the BPS but did not prepare themselves to make the Budget. view
  • 21 Apr 2015 in National Assembly: Two, the budget-making process is a very serious matter that calls for discipline. You cannot say that you are going to give money which you do not know where it is The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 21 Apr 2015 in National Assembly: going to come from. When the Senate wants to increase the whole Budget by Kshs7.7 billion and can only tell us where Kshs1.76 billion is going to come from, one wonders whether they are serious. view
