Mr. Speaker, Sir, the first answer I got last week indicated that 404,000 people had been registered. Since the Question was deferred, the answer has changed to 1,673,475. Even though 1.6 million Kenyans have been given identity cards, there are some people who applied for identity cards in the beginning of this year, especially from my constituency. However, they have not received them to date. Could the Minister tell us what action he is taking to make sure that those people get their identity cards?

Mr. Speaker, Sir, in May, we went round my constituency with the Registrar of Persons. I found that a lot of women still have identity cards bearing their fathers' name because some of them cannot afford to pay the money required to change their surnames from their fathers to their husbands. All what they require is an affidavit. Could the Minister consider assisting these ladies who are still using identity cards with their fathers' names and yet they are married? The only thing they require is an affidavit in order to change their surnames in their identity cards.

Mr. Deputy Speaker, Sir, it seems as if this Ministry has no policy regarding land tribunals. The Ministry has gone round the country appointing them. They have abandoned the work because of non-payment of allowances and he still wants to gazette the Samburu District Land Control Board. Could he tell us what he is doing to address this problem? During this financial year, we gave them 50 per cent of their budgetary allocation. Does this mean that they cannot meet some of these payments for the tribunals?

Thank you, Mr. Deputy Speaker, Sir. I would like to congratulate the Minister for trying to capture almost every district. But I would like to ask him to make sure that the money is not shifted. In the last financial year, some roads were allocated Kshs30 million. Then, at the end of the day, the money went with the wind! Please, Mr. Minister, make sure that whatever has gone into the book is utilised. Thank you.

Mr. Deputy Speaker, Sir, the funding of these polytechnics was supposed to be done in the last financial year. Now, we are in a new financial year. Could the Vice-President and Minister for Home Affairs, give us a time frame as to when all these youth polytechnics will be equipped by the Ministry?
