  • 17 Oct 2006 in National Assembly: It is a point of order. Is the Assistant Minister in order to say that the section was graded, and yet they could not do it because of the stones. view
  • 17 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, but he is misleading the House! He has said that the section has been graded. It has not been graded. The officials of the Ministry said that they could not do it because they were going to unearth the stones that were being put there. Are you in order, Mr. Assistant Minister? view
  • 2 Aug 2006 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me the opportunity to continue with my submission on this very important matter. Mr. Deputy Speaker, Sir, it is sad that 43 years after Independence, we are still not self- sufficient in terms of food production and ability to feed our own people and yet we are dealing with a Government that has even lost the war against corruption. The Kshs350 million that has been flashed over today's newspapers could have been enough to provide so many dams in Ukambani, for instance. I want to suggest that the Motion by Prof. Oniang'o ... view
  • 2 Aug 2006 in National Assembly: I am happy that the Minister of State for Special Programmes, Mr. Munyes, is here to listen to what we are saying. I have just had a private discussion with the Minister. I hope he will find time to visit parts of upper Eastern Province, lower Eastern Province and the North Eastern Province because these are the areas that are perennially under threat of famine. I know that there are many such areas, including Kajiado and Turkana districts. I come from an area that has been permanently inflicted by famine. Major-General Nkaissery remembers that I was even in Kajiado Central, ... view
  • 2 Aug 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I know that the Member of Parliament for Makadara, Mr. Ndolo, may not have the problem that I am talking about but I think a lot of his own constituents come from these areas, which have a serious problem of even clean drinking water. Therefore, I suggest that the Bill being sought should introduce some legal framework in the area of handling famine in this country, so that we do not have to talk about famine-related national disaster year in, year out. Of course, the very fact that we talk about famine all ... view
  • 26 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, may I begin by congratulating Prof. Oniang'o for bringing this matter before the House. I want to say that I fully support this Motion which seeks the leave of the House to introduce a Bill to be entitled: The National Famine and Drought Management Bill, 2006. Although there is need for us to be positive and not forever think in terms of famine relief, I think the reality on the ground is that many of our people are in need of serious support in terms of their own existence and ability to feed their families. ... view
  • 18 Jul 2006 in National Assembly: Thank you, Mr. Speaker, Sir. The money the Minister has said his Ministry receives by sending our forces to foreign countries is more than Kshs8 billion. Which account is that money deposited in and which Ministry spends it? view
  • 11 Jul 2006 in National Assembly: asked the Minister for Lands:- (a) whether he could inform the House how many locations have been demarcated in Kaiti Constituency; and, July 11, 2007 PARLIAMENTARY DEBATES 1935 (b) when title deeds for the demarcated areas will be issued. view
  • 11 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I thank the Minister for the answer he has given to this House. However, some of those areas were demarcated as early as 1975 but have never been issued with title deeds. Could the Minister tell the House when the title deeds will be ready? Could he also tell the House what is holding the issuance of the title deeds? view
  • 11 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, you have heard the Minister say that the delay in the issuance of title deeds has been occasioned by the objections that have been filed. He has set up tribunals and those people no longer work because they are not paid. If the Minister wants to speed up the exercise, could he make arrangements to pay the tribunal officials so that they can start working? He has also mentioned some areas whose title deeds are ready and yet those documents are in Nairobi. Could he arrange for the title deeds to be sent to Makueni ... view
