During the process Authority to Incur Expenditure (AIEs) were sent but the Ministry of Finance recalled the money back to the Treasury. The agricultural sector provides a livelihood for over 80 per cent of Kenya’s population, most of whom are subsistence farmers in rural areas. The sector contributes about 24 per cent to the Gross Domestic Product (GDP) and another 27 per cent indirectly through sector economic linkages. It accounts for 65 per cent of the country’s export earnings.
