Mr. Speaker, Sir, I beg to reply. (a) No funds were returned to the Treasury as unutilized funds in the 2010/2011 Financial Year. The consumption rate was 99.99 per cent and 81.59 per cent for Recurrent and Development, respectively. The small proportion of unspent funds in the Development Vote was not disbursed to the Ministry either by the Treasury or donors hence the issue of returning to the Treasury does not arise. (b) An amount of Kshs44,112,788 is the total outstanding debt at the end of 2010/2011 Financial Year as per the documents I hereby table.

(c) The cause for the debt is failure by the Treasury and donors to disburse funds to the Ministry. However, we shall continue to reduce pending bills in the current financial year by commuting false bills as first charge to the current Budget.

(a) I am aware that lack of guaranteed and affordable credit facilities to small-scale farmers for cane development is one of the key constraints to increased sugar- cane production. (b) I confirm that the Kenya Sugar Board (KSB) entered into a contract with Agricultural Finance Corporation (AFC) on 2nd November 2006 for a period of five years to manage loan services to sugar-cane farmers. (b) The sugar companies maintain many roads outside the nuclear estate and I hereby table some of the roads done to date. Kibos Sugar Company has not done any road because machinery was received in April 2011.
