Mr. Speaker, Sir, I agree with the hon. Member that, that is what the Act says. Last week, we sent the regulations to guide the Act to the Attorney-General for gazettement and we are waiting for them. We would want to know what âfarm gatesâ means. Also the Kenya Sugar Board has been to millers to agree on a central place where sugar can be weighed because the machine is huge and costly and not every miller can afford to buy it.
