One is Section 20, where we are inserting a new paragraph on the particulars of The Political Parties, namely, its address and physical location. If something is required to be gazetted, it achieves legal validity and force upon gazettment. So, we do not need the extra, which does not, to mention; sound very grammatical to me as well.
