• 18 Apr 2013 in National Assembly: Hon. Speaker, Sir, I am concerned that this Speech was quiet on the issue of HIV/AIDS which is a major public health issue. Homa Bay County, where I come from, has the highest HIV prevalence in this country. Seventeen per cent of the antenatal mothers are actually HIV positive. In some parts of my county, up to 23 per cent are HIV positive and we currently know that HIV funding is dwindling. This is the case and yet this Speech did not give direct instruction as to what the Government will do to increase its own funding to HIV programmes. ... view

• 18 Apr 2013 in National Assembly: On tourism, as we speak about this sector with an aim of developing it and increasing tourism revenue in this country, we must look at diversification of our tourism and not look at the beaten path. We must look at the western circuit. As we speak today, Lake Victoria which is the largest lake in this country is choking under the water hyacinth as the Government watches. We must address the issue of the water hyacinth even as we look at issues of tourism in this country and as we open up the western circuit. view

Considering that the number of Members in this House has increased substantially by 127 Members, if each Member takes half an hour to contribute, then it means that many Members will be left out of debate. We also must consider that one person does not have to raise all the issues in a Bill. The issues can be raised progressively by many other Members of a similar view.
