  • 24 Feb 2021 in Senate: Madam Temporary Speaker, the issues being raised still persist because most of these issues recurred after we did the following three years; 2015/2016, 2016/2017 and 2017/2018. That shows that there is still learning to be done. However, we have to insist and put in place our oversight role properly and take necessary action against county governments, so that they do not repeat these issues. view
  • 24 Feb 2021 in Senate: For example, you will find counties with an approved budget, but then, they spend outside that budget. That shows a case of not following the law, and somebody has to be held accountable to follow the law. Otherwise, that is why the budget has to be approved in the first place; to make sure it is in line with the law. view

  • 18 Feb 2021 in Senate: Thank you, Madam Temporary Speaker. I rise to support this Motion because it is always good to start early when we try to develop our human resources. In order to enlighten citizens, we have to start early. The starting point is the early childhood education. Madam Temporary Speaker, in some parts of this country like Marsabit County, which I represent, we have illiteracy levels of up to 80 per cent. This means that we have a long way to go to get our citizens educated, so that they can participate fully in nation building and understand how to develop the ... view
  • 18 Feb 2021 in Senate: Taking into account the pastoralist lifestyle, where most of the time families move, you will find a whole family; the father, mother plus those children who can walk long distance, moving along with the animals. If there was a facility like an early childhood centre or childcare centre somewhere, that is where they would have left their children. That is where the children would have gone into the system of getting formal education from that early stage. That is why it is very important. For some communities, it determines your future. The presence of that facility will determine your future ... view
  • 18 Feb 2021 in Senate: the child was taken to an ECDE center at the age of three, by the time he or she is six years, he or she will be comfortable to be in school than go herding. This will change the demographics in terms of the literacy levels. I urge governors that the Senate is discussing these Motions because we feel there is no proper attention and there is need to take that into account. This is not only about the structures which we have seen being present for two or three years not being occupied because they have not been equipped, ... view
  • 17 Feb 2021 in Senate: Mr. Speaker, Sir, I remember in the previous Senate of the Eleventh Parliament, a Petition along the same line was brought by the then Senator for West Pokot, Prof. Lonyangapuo, and this House recommended that they be paid but nothing has been done. I remember one day, all the former councilors had a meeting at Nyayo National Stadium to push for that. It is better to see what can be done so that those elders who were leaders in their own rights can also be compensated for the services they provided to this country. view
  • 16 Feb 2021 in Senate: Thank you, Mr. Temporary Speaker, Sir. Indeed, we are all from the Almighty and we all go back to Him. That is what happened to our brother. That is the way we are all going to go. view
  • 16 Feb 2021 in Senate: Mine is first to send my condolences and those of my family and the people of Marsabit County to the family of Sen. Haji and the people of Garissa County. We also pray for patience and perseverance for the family during this trying time, so that they can go through it. We also ask for forgiveness for our brother. view
