I support the Petition, but we have to, first, create the infrastructure to address these issues. We have to move with speed and get the National Assembly to wake up and realise that we are serving Kenyans and not competing as Houses, so that we sort out this kind of disputes.

Thank you, Mr. Temporary Speaker, Sir. I would like to join my colleagues in applauding the work that has been done by Members of the Ad hoc Committee on the COVID-19 Situation in Kenya. As you remember, when the COVID- 19 situation struck us, there was a lot of uncertainty. We did not even know how to conduct our business as the Senate. The legislative oversight role was an issue because whatever happened, we could not abandon our oversight role. We are still in the COVID-19 pandemic period and not yet out of the woods. That is why I am thinking that the 30 days may not be enough for the Committee to finish its task because this is an unfolding task. You can see what we are going through. As we continue, we have come to a situation where funds are being misappropriated. The Committee must have taken a lot of time to interrogate the Kenya Medical Supplies Agency (KEMSA) issue and how the COVID-19 funds were used. We know that counties were provided with these funds. Mr. Speaker, Sir, I rise pursuant to Standing Order 48 (1) to seek a Statement from the Standing Committee on Roads and Transportation regarding the utilisation of the Roads Maintenance Levy Fund by the county governments. In the Statement, the Committee should- (1) State whether the Cabinet Secretary for Transport, Infrastructure, Housing, Urban Development and Public Works has amended the Third Schedule to the Kenya Roads Board Act to designate county governments as road agencies. Mr. Speaker, Sir, I wanted to follow up on what Sen. Seneta said, that it has been the practice and tradition of this House that when a Statement is sought, it is assigned to a particular Committee and the Chair or any Member of that Committee has to take responsibility. If work is not assigned to a particular Committee, it is a sign that nobody has taken responsibility. At the end of the day, we will have lapses somewhere and nobody will pick that up.

It is very important that whenever there is a Statement, then at the end of interrogation of that Statement, the Committee takes responsibility. We all used to have time limits, that within two weeks, we had to bring an answer to the House.

Thank you Mr. Speaker, Sir, for giving me this opportunity. Initially, when we reduced our Sittings to one day, there was a reason. As we know, the situation is improving and we have a lot of work to do. Therefore, I support the Motion as amended so that we can clear the backlog of what we have, especially the contentious issue of the Commission on Revenue Allocation Formula, which due to one-day sitting, we have taken two or even more than two months which could have been done in two weeks.
