Generally, the way people have been nominated to boards leaves a lot to be desired. Recently, there was the case of the National Cohesion and Integration Commission, where I know very competent people applied and were interviewed. However, some people who have been involved in cohesion for many years were left out. Others who have nothing to do with cohesion are the ones who were appointed. We need to look at how people are appointed to the boards, because they are supposed to add value and not just to create employment.

Mr. Speaker, Sir, I would like to add my support to the Statement and ask the relevant Committee to make sure that we get to a position where boards are created only where they are required, the right people are appointed and even the law is followed in terms of the two-third gender rule.

Thank you, Mr. Speaker, Sir. I would like to support the Statement by Sen. Mwaura. In the arid parts of this country, there are no schools specifically set for disabled children. However, you find that within regular schools, there are special units for disabled children. I know one in a place called Logo Logo. Children with special needs require more personalized attention than normal children. However, the situation under which they are learning is such that there is no special attention given to them. Mr. Deputy Speaker Sir, I will be very brief. However, I would like to add some information which will be of use to the Committee. If you look at that list given by Sen. (Dr.) Lelegwe, some of those people are from my county. Incidentally, when the teacher was killed, I was in Baragoi that night. A statement made by a police officer the next day actually shows what was going on. I was there together with the Member of Parliament for Laisamis and some MCAs.
