  • 16 Feb 2022 in Senate: It is important that it requires legislation. However, up to now, I have not seen any existing legislations to support blocs other than policies by the national Government. The First Schedule gives a clear way of coming up with these economic bloc agreements. That way, we have some structured way of engagements by the counties because these could not be the only blocs. We know very well that scrap metal is a source of livelihood for some people. It is also a raw material for industries in this country like the Jua Kali sector, steel manufacturing industry and battery manufacturing industry. This is a balancing act because in trying to source for these scrap metal we have seen what has been done to power lines.   • 8 Feb 2022 in Senate: Mr. Speaker, Sir, I would like to support this Motion. We are now in the last session of this Twelfth Parliament which I believe will be the shortest. The SBC should focus on the outstanding businesses. The earlier the Committee is approved, the better for us. I was also looking at Standing Order No.184(1) which talks about the membership. It does not say clearly about the Whips, but in 184(4), parties are supposed to include their Whips in the list of nine and I think it is in order. Jamii fulani ikivamiwa, serikali haina habari lakini wengine wakivamiwa ni tofauti. This House has been involved in the discussion of this BPS for a long time since the inception of the Second Senate. However, one question I have been asking myself is whether it is an academic exercise or we are contributing anything to the Budget making process.   • 21 Dec 2021 in Senate: Madam Deputy Speaker, sometimes I wonder whether we are doing an academic exercise or we will affect the budget-making process. If you look at Section 25 of the Public Finance Management (PFM) Act, it is clear. It states that the resolution of Parliament on the Budget Policy Statement (BPS) should inform the preparation of the annual budget. However, is that actually the case? view
