Mr. Deputy Speaker, Sir, I am so disappointed by the answer given by the Assistant Minister. The police units he is talking about have been there since Independence. They did not eradicate the tribal clashes he is talking about nor did they stop the stealing of these animals. Since this unit was withdrawn, about nine cows have been stolen. How come he is convinced that the same police officers who did not do anything can now stop the problem?

Mr. Deputy Speaker, Sir, I think there is total confusion in this department. When this unit was first established, the Government officials participated. They used to tell us that the unit would be there permanently. That is why we put up permanent structures through community efforts and the CDF. All of a sudden, they withdrew the unit! Mr. Deputy Speaker, Sir, could the Assistant Minister reinstate this unit in that area immediately?

Mr. Deputy Speaker, Sir, for every kilogramme of tea leaves delivered to every factory, the Agency deducts 3 per cent of the earnings. Mr. Deputy Speaker, Sir, could the Assistant Minister give us the breakdown of how this 3 per cent is spent? All the officials that are deployed in the various tea factories are paid by the farmers.

Mr. Deputy Speaker, Sir, all the tea offered to the world market is supposed to be competitive. All the buyers compete to buy this tea. How come that one of the competitors is given this kind of treatment?

Mr. Deputy Speaker, Sir, I wish to thank the Assistant Minister because this has been a big problem. We have seen the co-operative movement and Kenyans suffer because of this policy. I would like him to confirm that before the third mobile operator is put in place, in fact, this Parliament would have approved that new amendment which is being drafted. I did not say the "Cabinet", I said "House"!

I want to join my colleagues in thanking the President so much for establishing the Women Enterprise Fund. If you go to many of our constituencies today, you will find our women running up and down looking for some resources with which to assist their families.
