  • 17 May 2017 in National Assembly: Thank you, Hon. Speaker. Before I contribute, I wish to alert the country on the missing of the MCA that Hon. Kamama has referred to. Hon. Minito is from Churo Amaya Ward. We were informed yesterday that he was picked up by two gentlemen who claimed to be security officers who wanted Hon. Minito to record a statement. My appeal goes to the Minister of Interior and National Security to use Team Technologies to try and trace the Hon. Member using his mobile telephone or any other means. It is very serious that somebody who was picked up has gone ... view

  • 9 May 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity. I rise to support the Bill. Going through the Bill, it is dealing with issues that pertain to the excise duty. It touches a lot on taxation. I can see, for instance, the Value Added Tax (VAT), Income Tax and other tax procedures. The Bill will help in revenue generation and the collection of resources in this country and will streamline certain areas where there are loopholes. For example, we have issues of procurement which many people do not adhere to and this has always been subject to arbitration ... view
  • 9 May 2017 in National Assembly: Hon. Temporary Deputy Speaker, on the issue of food availability in our country, the Bill will give us reason to rethink how we have come to this point. Recently, we passed the Budget and we all applauded it saying that it was a good one. But it looks like it was just a short-lived experiment. Taxes on some commodities were reduced, but it looks like the impact was not so much. That is why it has been eroded by the high prices and has brought about high cost of living in our country. Right now, we witness queues in supermarkets ... view
  • 9 May 2017 in National Assembly: My immediate call to fellow Kenyans is that they should diversify what they eat, so that instead of saying that they must always have maize flour, they can have other types of foods that are available in supermarkets and other food stores. The moment they diversify, they will have full stomachs and they will go about their businesses. Children will go to school and parents will go to work. A hungry nation cannot be productive. In that respect, while we are looking for long- term solutions, my rallying call is diversification. view

  • 29 Mar 2017 in National Assembly: Hon. Temporary Deputy Speaker, I beg to reply. I would like to say that in our country, it is clear that most of our girls in schools do not attend classes because of lack of sanitary towels. The reason I brought up this amendment is to close the gap created by the girl-child so that these children can transit smoothly from primary to secondary schools and even to universities. We are aware that the Ministry of Education, Science and Technology had set aside some money for sanitary pads but the impact was low. As a result, I decided to bring ... view
  • 29 Mar 2017 in National Assembly: In our Constitution, we are guaranteed highest level of health. When these girls do not have sanitary towels, diseases can affect them particularly in areas where there is insufficient water to bathe. There is also the issue of basic education being a right to our children. It is like giving them one right on one hand and taking it away from the other hand. When we do not provide sanitary towels and these girls miss school, their performance is poor. As a result, they will not move to the levels that they are required. The electronic version of the Official ... view
