Halima Ware Duri

Halima first vied for the Galole parliamentary seat in 1983 while still a teenager and came second. As a young Oromo (Borana) girl, that was unheard of. Before she resigned to join politics, she worked in the provincial administration as a District Officer. Her experience in the provincial administration made her a competent peace campaigner and negotiator. She would like to help her constituents gain access to water, bursaries and scholarships for learners and improved healthcare.

  • 25 Jun 2014 in National Assembly: Most of our areas are affected by drought. Year in, year out, we are affected by drought. It is good if this Authority is established to create awareness on drought to the people so that they can know how to stay this month and other months to come. This will also ensure that they sell their animals because of drought and do “a,” “b”, “c” and “d”. Our people do not have information as far as drought is concerned. They just stay and find their animals and themselves dying. view

  • 25 Jun 2014 in National Assembly: Drought brings about many problems like lack of food and loss of animals by farmers. Drought also affects education because the pastoralists move from one place to another in search of pasture. This destroys the education of the child because the child has to move with his parents. Drought causes lack of water. In Tana River, a few weeks ago, you heard of hyenas roaming into people’s homesteads and eating young children. You have read about this in the newspapers. The wild animals do not get water during drought and so they roam around looking for water. They get into ... view

  • 21 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I stand to support the Bill but with the following amendments. The Bill is talking very much about animals and crops, but not talking much about why KWS officers take law into their hands and kill people. That needs to be put in the Bill clearly, so that compensation for persons killed by the KWS officers is also catered for. Life is very precious. If an animal’s life is very precious, what about human beings? There should be fairness in this law. We should know that hit men should not be killed like what ... view
  • 21 Nov 2013 in National Assembly: national parks should be given employment opportunities. In Clause 32, it is recommended that there will be a compensation committee to guide the compensation and the KWS. In some counties, the members of this committee might all be men. I wish to suggest that the ward representative be involved in the committee. For example, if we talk about Kone, the ward representative for Kone should be in the committee. If we talk about Asa or Wayu, the ward representatives should be members of the committee. We should have at least, one woman in the committee. There are some areas where ... view
  • 23 Oct 2013 in National Assembly: Thank you, hon. Speaker. Pursuant to Standing Order No.44(2)(c) I wish to request a Statement from the Chairperson of the Departmental Committee on Environment and Natural Resources regarding the killing of individuals by uniformed Kenya Wildlife Service (KWS) officers. This has happened many times. In the last two weeks in Tsavo West National Park, a KWS officer killed one herdsman by the name Musa Mahamud Haji Dame and four head of cattle, and ran away with the dead body of the herdsman, leaving the area residents anguished. In the Statement the Chairperson should inquire into and report on the action ... view
