  • 11 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, first of all, the Minister has told the House that there was a waiver of immunity by one Kenyan. He said that he has a letter but, unfortunately, I did not see him table the letter. Could he table the letter? However, my question is extremely simple. Here we are talking about a person who says that he is a whistleblower and that he gave information which disclosed some criminal activities. We have been going round and round about Charterhouse Bank for a long time. I would want people to be punished if they are involved ... view
  • 11 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, since he has the letter, only to table it should not be a problem. view
  • 6 Sep 2012 in National Assembly: asked the Minister for Finance:- (a) if he could clarify whether holding multiple bank accounts in any one or more banks violates the Central Bank of Kenya Act or any other laws; and, (b) whether the Central Bank of Kenya, in the performance of its statutory duties, is legally required to investigate tax evasion or is it in any way mandated to obtain information pertaining to various corporate bank accounts and to compare them and/or carry out analysis relating to taxes. view

  • 6 Sep 2012 in National Assembly: Mr. Speaker, Sir, specifically, the Question was deferred for the Minister to come back and confirm when Charterhouse Bank would be re-opened, bring the Financial Statements for Charterhouse Bank from 2006 to-date and confirm whether we are under foreign direction or not. view
  • 6 Sep 2012 in National Assembly: Mr. Speaker, Sir, I really seriously thank the Minister for the efforts that he has put into this matter. I can really see that he is serious and he is concerned about the impunity which has affected the people who have deposits in the bank. However, he has read a letter which I have not seen him table, and I have not received a copy of it. So, I would expect that he will table it and I will get a copy. view
  • 6 Sep 2012 in National Assembly: Further, he has stated that the CBK will appoint a qualified person to assist in restructuring. He has not indicated for how long that person is supposed to assist; Charterhouse Bank was put under statutory management for a period of one year and now it is seven years down the line. He has also said that the bank should be opened immediately--- view
  • 6 Sep 2012 in National Assembly: Could the Minister then confirm to the House when the bank will be opened and how long the qualified person will take before exiting and when the bank will be reopened and handed over to its directors? view
  • 4 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister for Justice, National Cohesion and Constitutional Affairs the following Question by Private Notice. (a) Could the Minister confirm that the Biometric Voter Registration (BVR) system by the Independent Electoral and Boundaries Commission (IEBC) is intended to curb electoral fraud, election rigging, multiple registrations and voting? (b) Could the Minister confirm that with the BVR system, only one finger or thumb shall be scanned and it shall not be used to infringe on individual right to privacy by collecting biometric data such as eye retina scans, facial characteristics and/or hand geometry? ... view
