I would want him to confirm whether under the Vienna Convention, the diplomatic relations (1961), a foreign ambassador is required to communicate directly or through the Ministry of Foreign Affairs; he cannot go directly to Government departments, present documents and hold a Press conference when doing that. Could the Assistant Minister confirm that? view

  • 9 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, I am a popularly elected Member of Parliament for Kilome Constituency which is within Makueni County, and it is alleged that Members of Parliament from the Kamba community are involved in this particular scandal. The Standing Orders are quite clear; to mention a Member of Parliament adversely you require a substantive Motion. So I want to know whether it is true that Members of Parliament from Ukambani, including myself, are on that list. I would seek your ruling on that matter. view
