  • 18 Aug 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to speak to the irrigation Bill. I am a Member of the Departmental Committee on Environment and Natural Resources and we had time to look at the proposed amendments. Basically, they are supposed to align the principal Act with the provisions of the Constitution. We know that irrigation is very important for us as a county in helping us achieve food security. We also know that agriculture is fully devolved. Therefore, in terms of the power of the Cabinet Secretary to appoint board members to the National Irrigation Authority, ... view
  • 18 Aug 2021 in National Assembly: Therefore, in the proposed amendments, those stakeholders are required to submit not just one, but a number of names from which the CS can pick from. We feel this is a good governance practice. The proposed amendment also makes provision for the CS in consultation with the stakeholders, including the county government, to invest in water infrastructure to facilitate irrigation. We know that there are a lot challenges related to irrigation development. We have had issues related to inadequacy in policies and legislation partly being addressed by proposed amendments. We also know that there is inadequate public and private sector ... view
  • 11 Aug 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for the opportunity to contribute to this proposed amendment. I oppose this amendment Bill. I think the framers of the Constitution had valid reason why what we are proposing to amend now was put in our current Constitution. I have listened to Members who have spoken to this proposed amendment. There are merits to the proposed amendment, but also, the law as it is today, has also has a reason. When the list is submitted before elections, voters have an opportunity to look at it and sometimes, decide on the basis of that list, ... view

  • 11 Aug 2021 in National Assembly: Hon. Temporary Deputy Speaker, it is important that we retain the law that regulates the submission of the party list as it is, if the parties are serious. In the past, most political parties expressed seriousness in terms of submitting lists of individuals who have ended up being nominated to this House and have added value to parties, the National Assembly and also the county assemblies. We have cases like Justice Njoki Ndung’u. We know her track record and what she has left behind. We have Senator Sakaja. He was nominated by The National Alliance (TNA), and we know the ... view
  • 8 Jul 2021 in National Assembly: Thank you, Hon. Speaker. Let me also add my voice to this. As we speak, many parts of my constituency have suffered attacks which are very different from what we are used to. We are used to normal cattle rustling between us and our neighbours, but in the recent past, we have experienced a situation where when attacks happen in Moyale and Marsabit, they happen simultaneously with attacks in my constituency. For the first time, we have seen bandits who are well armed, who seem to operate with a lot of impunity, and have no respect for the law enforcement ... view
  • 8 Jul 2021 in National Assembly: I support the request by Hon. Ali Rasso. We have to get to the bottom of this issue. It is very clear that this could only happen with express logistical support from somebody who is so high in the Government to the extent that probably even the CS in charge of the national security may not be able to rein in on him. I would like the Committee to look into this matter, so that we can have a lasting solution to the problem of insecurity in Upper Eastern. view
  • 6 Jul 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for the opportunity to speak to this report and the regulations. I support it on the basis that it is one of the reasons why operationalisation of this Fund has not taken place. Unfortunately, there are things we are not comfortable with. Listening to some of our colleagues, there is need for us to travel widely in the country to appreciate the difficulties some Kenyans living in the Arid and Semi-Arid Lands (ASAL) have. This Fund is a constitutional Fund, and it is unfortunate that nothing much has been done nine years after the ... view
  • 6 Jul 2021 in National Assembly: constituents only get to enjoy electricity when they visit either county or sub-county headquarters, and yet we are part of this Republic. view
  • 6 Jul 2021 in National Assembly: I am surprised that instead of looking at how to devolve resources like infrastructure because resources for road construction and other major projects are distributed across the country, we are so much focused on this small fund which is 0.5 per cent meant to help us catch up with the rest of Kenya. Everybody wants to have a share of this small resource. I think we need to be open minded, and as a House with a critical role in the budget look at what the national Government allocates to other development projects to see how it is distributed across ... view
