Mr. Speaker, Sir, Sen. Boni sometimes does not listen to English. He has listened to his own mind. I have given some of the factors that have caused this desperation within the people of Mombasa, as leading some of the young people to adopt some of those vices like the MRC. I do believe that it is simply an orchestration of the frustration of the people of Mombasa. I think that the Government has tried to be proactive even in addressing some of these pertinent issues. But I do believe that sooner than later, these issues must be redressed, and ...

Mr. Speaker, Sir, it is also possible, in future, that the President might come from the minority party in the Senate. So, we should not just deal with the situation as it is now, that the President comes from the majority party in the Senate. It is likely in future that the President can also have the minority in the Senate. So, let that drafting be broad enough.

Mr. Speaker, Sir, if you look at the logic behind the appointment of most of these members, there is the Senate Majority Leader, Sen. (Prof.) Kindiki and the Senate Deputy Majority Leader, Sen. Keter. We also have the Senate Minority Leader minus the Senate Deputy Minority Leader. There is also the Senate Majority Chief Whip and the Senate Deputy Majority Chief Whip. There is also the Senate Minority Chief Whip and a Senate Deputy Minority Chief Whip. By the exclusion of the Senate Deputy Minority Leader, this Committee is not properly constituted by virtue of the fact that it fails ...

Mr. Speaker, Sir, Sen. Hassan Abdulrahman is the Senate Deputy Minority Leader. Therefore, this does not meet the threshold of regional balance because Northern Kenya is not on this list. There are several Senators from the former North Eastern Province. There is not a single Muslim, yet there are about 11 to 12 Senators in this sitting. I think that omission is fatal, reckless and should be remedied by this august House.

Thank you, Mr. Speaker, Sir, for this opportunity. I rise to support the Motion. First, I go for this function with a heavy heart. In Mombasa, we have the luxury of about eight flights to and from Mombasa, every day. However, that notwithstanding, I think you should reprimand the Salaries and Remuneration Commission (SRC) for trying to define the status and position in the organization of Government out of whatever volition or rationale that the Senate is. In fact, they have contributed immensely in undermining the stature and authority of the Senate. I want to commend the President on his ...
