I do not know whether the Tinga Tinga gentleman is going to be back on the ballot or he has fully resigned from the race. As Members of Jubilee Party, we are fully prepared and we know that on 26th October 2017 we are going to re-elect President Uhuru Kenyatta.

The Budget is very good. I appreciate it. I come from the Mau region where conservation of forests is a very serious matter. It is high time we restored our forests in order to make our country better. We need to improve the agriculture sector so that we can counter food insecurity in our country.

Hon. Speaker, I want to also thank you because of your generosity in this House. You managed to control 349 Members which was a big task. There has never been any other Speaker who has had that number. So, I want to thank you for succeeding in your work. Again, I want to congratulate Mr. Sialai for being appointed the National Assembly Clerk. I want to congratulate him because of his hard work. He has been very cooperative. We have seen many sexual offences being done to young girls even as young as two months, but we have not seen any action being taken by the police, our assistant chiefs and chiefs. This Bill is going to help us so that we reduce the defilement cases in this country. We have the issue of the police colluding with clinical officers and laboratory people who cannot even give a proper direction when they are doing clinical research. You find that the officers are compromised to change the results of the offender. With this Bill and if it is implemented, ...

I want to tell the Member to amend a few sections in that Bill so that we include those who are using condoms and those who have taken bath because when they take bath, there is no proof that they have been defiled. With these few remarks, we need to push for this Bill so that it goes through and it helps our children. Thank you.

Thank you, Hon. Speaker, for giving me this opportunity to contribute to this Bill, which is very important to this nation. We have witnessed the collapse of many insurance companies. There was a case in our place, where a vehicle that had been insured killed a family of five. It is now over 10 years and the family of the deceased has not been compensated. The reason is that the insurance company collapsed. Even the owner of the vehicle was not compensated because of the same reason. So, group insurance is going to help our people, especially those in the ...
