Everybody knows and it is quite clear why the appointment was made the other day. Mr. Temporary Deputy Chairman, Sir, the Minister for Finance also knows and knew all along that Dr. Rotich was clean. But when the Minister was explaining, he did not explain to this House and the nation at large, why from October, 2005 he delayed in implementing this law until he had to be ordered by the Speaker and until sanctions had to be imposed on him.
