On a point of order, Mr. Deputy Speaker, Sir. This Question is properly before the House. The Assistant Minister is trying to dodge it and refuse to give an answer. The Question is not asking the Judicial Service Commission to do certain things. It is only seeking information. So, would I be in order to request that the Assistant Minister be ordered to give an answer to the Question to this House? If he is not able to do so, could the Minister herself come and give an answer to this House?

Mr. Deputy Speaker, Sir, this is a very important matter as you said. The April 25, 2007 PARLIAMENTARY DEBATES 925 beginning of rigging of elections starts with the denial of the voters card. The denial of a voters card is traced to the denial of the national identity card. At the moment there are thousands of Kenyans who have no identity cards. The ECK set up registration stations all over the country, but the clerks are sitting there without registering voters because many youths do not have identity cards. Mr. Deputy Speaker, Sir, there is general movement of livestock between Nandi and Uasin Gishu districts although the Ministry promised to control the movement of livestock. If the ticks in Nandi District are resistant to Amytrace, it is very difficult to understand if the same does not apply to ticks in Uasin Gishu District since there is still movement of animals. On a point of order, Mr. Deputy Speaker, Sir. While this directive is being implemented, or put in place, the day before yesterday, the President presided over a passing out parade of the Administration Police where, out of nearly 1,800 recruits, only 300 of them were women. This means that they were about 15 per cent of the recruits. Is it in order for the Minister to mislead this House that they are implementing the directive, when out of Administration Police recruits who passed out, only 15 per cent were women?

Mr. Deputy Speaker, Sir, we heard that the Government was going to investigate that incident. But we do not know what it actually did. Would I be in order to ask the Minister to tell us exactly what the Government did? Did it set up a commission of inquiry? Who were the members? Who chaired it? Have they conducted public hearings? We need facts. It is not enough for the Minister to say: "We will get you a report as soon as possible!" He should tell us what actually happened!

Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Motion. The reason why hon. Members are getting a bit emotional is because they want to urge the Government to perform its functions. The purpose of a Government is to protect the lives and property of its people. The root cause of that problem does not matter. That is a situation that has got out of hand. The Government has not performed its functions.
