Mr. Temporary Deputy Chairman, Sir, I rise to oppose. In this country, anybody who can afford a glass of wine, should be able to pay Duty. If he is talking about water for the poor, we agree but anything to do with wine--- When you need a glass of wine, you should be able to develop your country with one shilling or less. I beg to oppose.

Mr. Temporary Deputy Chairman, Sir, before the Minister for Finance clarifies this, I would like to point out the fact that this issue has been raised by several people. Nobel Laureate, Prof. Maathai, has said that plastics are spoiling the environment, particularly in this country. There is no way we, as a country, can go back when we have been honoured by the world for our environmental conservation efforts. What is being proposed is not what Dr. Oburu has said. Mr. Speaker, Sir, I have an idea about what is happening, but a full statement could be given on Thursday. I regret the situation on behalf of the Minister for Energy. I know that the problem is extending up to Rongo. It is due to the current upgrading system from Chemosit to Rongo. So, we will give the Ministerial Statement on Thursday.

On a point of order, Mr. Deputy Speaker, Sir. Did you hear hon. Sungu referring to the Minister for Planning and National Development? In fact, he should declare what interest he has with the Chairman of the Departmental Committee on Finance, Planning and Trade! He should declare his interest first!

Thank you, Mr. Deputy Speaker, Sir. First, I want to congratulate the Minister for Finance for bringing these amendments and for the 110 licences that were repealed and done away with. This is basically procedural; as he has said, we want to improve the environment for business in this country by lowering the cost of doing business; we should remove some of these licences. The 1,300 licences are just too many in one country. For example, professionals pay their annual subscriptions and licence fees to their professional bodies. On a point of order, Mr. Deputy Speaker, Sir. This is an honourable House. Hon. Members must be honest when they are talking to the Chair when he has made a ruling. Hon. Kajwang laid a document of one of the directors writing to somebody. This is a different report from the audit report. So, hon. Members must be honest.
