I said that it is this House that allocates money to Accounting Officers. We are sending them a message that we do not want to hear that money has been returned to the Treasury. That is all I said. I have tried to read and although there was a mention of the "Fourth Session", I cannot see it here on this Motion. However, I agree that it was in the Speech. Slipping is not falling! I beg to second this Motion and congratulate His Excellency the President for a focused Speech which laid before this House issues which we will discuss.
