  • 21 May 2013 in Senate: Thank you, Madam Temporary Speaker. I stand to support this Motion, which is an important Motion which will ensure that devolution takes effect. The amount of money that will be allocated to the counties is really what will determine whether devolution will succeed or not. Looking at the functions that have been devolved, I see that it is quite substantive in accordance with the Constitution, and this is quite in order. Before my time was interrupted because of adjournment in the morning, I was saying that all counties in Kenya deserve a good road network if they are to develop. It was said that some of the counties which are deemed to be high-potential have benefited from development of a good road network. However, some of these areas are also in dire need of good roads. Musila for introducing this important Motion that touches on the development of this country. The road networks and the transport sector in general contribute immensely to socio-economic development of any area; whether you are talking about security, health or education. This is important. Equally important is equitable distribution of the transport network. I support the amendment to include the railway lines. But really, it should not necessarily say “where you are registered.” Really, it should be expressly mentioned that where a Senator represents a county, he has a duty and responsibility to attend.
