  • 3 Apr 2019 in National Assembly: Is it fair for the Hon. Member to refer to a whole community as cattle rustlers? He is talking as if he has evidence to the effect that cattle rustlers are Turkanas. Cattle rustlers do not have a tribe. Is it fair for him to refer to the entire Turkana Community as being cattle rustlers? view
  • 3 Apr 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I join my colleagues in supporting the appointment of Mr. Mutyambai as the next IG. view
  • 3 Apr 2019 in National Assembly: As has been said by Members before me, the new IG has a lot in his in-tray. It will serve him well if he continues with the open-door policy that was introduced effectively by his predecessor, Mr. Boinnet. view
  • 3 Apr 2019 in National Assembly: Having said that, we have talked too much about cattle rustling and the nominee has said that he has experience about it having served in Uganda. He knows much about the Karamojong. He will bring that experience to deal with the menace of cattle rustling in this country. However, the matter that has been overlooked and is not being mentioned is the issue of drug barons. view

These people who have gone high into the political system are running networks and parties and are everywhere in Government. I think the new IG will do better if he takes this as his mandate to fight drug barons. view
  • 17 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for allowing me to add my voice on this very important Motion. Recently, we saw students burning schools and being caught with bhang . However, one thing we have to bear in mind is that a child is always a child. Therefore, the mental capacity of a child is not fully developed and they can easily be influenced. view
  • 17 Oct 2018 in National Assembly: Initially, if parents and teachers are careful enough, they can pinpoint students who are likely to have criminal behaviour. First of all, they will start with a lot of cheekiness after which they easily graduate to having mob behaviour. With the onset of mob behaviour these children graduate to taking drugs, alcohol and engaging in criminal activities like burning of schools. Therefore, what should we do when a child or student has done a criminal activity, for example, when he or she is found with bhang and has participated in burning of an institution? Should we put them in police ... view
  • 17 Oct 2018 in National Assembly: cane is actually debatable. It is something to be discussed. I believe it has a place but we should be very careful because occasionally we may have sadistic teachers who may… view
