The climax of it all was the promulgation of the new Constitution. In overhauling our old Constitution, we brought forward new institutions and policies, and we thought we had found the answers to the many questions that we had. If you do not believe in those values, even if you have the law and you reform institutions, you cannot deliver.   • 23 Feb 2017 in National Assembly: I think the Leadership and Integrity Act 2012 should be repealed and we come up with a new law that will implement Chapter Six of the Constitution without fear or favour. The problem is not the absence of the law or the ideals in the law. We have had substantial reforms in law, institutions and policy, but the problem is leadership as expected in Chapter Six of our Constitution. I thank the Chairman for giving me this one minute because part of my profession is land economics where we talk about repair and maintenance of buildings. So, this is something I have come across in my profession for the many years I have practised land economics in this country. In a nutshell, maintenance and repair of buildings is very crucial. I would have wanted more time, but let me support the Motion and say that there is the realisation that we have slums in this country. For that reason, we are talking about upgrading the current slums and preventing more slums from coming up. Both of these issues are important. Why are we upgrading slums? Like the Chairman said, these are informal settlements. We are talking about allocating Kshs1.5 trillion between the national Government and the county governments in line with our Constitution. This is not little money. It is not Kshs1.5 million; it is Kshs1.5 trillion. It is money that can determine a lot in terms of economic growth and development in this country. We are still talking about frustrations that we are going through at the county governments; frustrations that we are going through as a country in terms of corruption. In terms of the impact in development countrywide, we have a lot of questions. We cannot hide ourselves in the sand.
