I appeal to hon. Members to support this Motion which in my opinion will liberate our farmers. I come from a rural constituency where about 90 per cent of the residents are farmers. We have Murarandia which grows tea while the lower regions of Mugoiri and Kahuhia grow coffee. People in the lower parts practise other forms of agro- business. Therefore, it will be important if we empower county governments by writing off liabilities of these parastatals. This Motion infringes on Article 23 of the Fourth Schedule of the Constitution of Kenya. The national Government, which Parliament is part of, can only talk about issues relating to national referral health facilities. The Motion seeks to compel the Government to establish units in all hospitals. But hospitals have now been vested in county governments. I rise to support the report. These people are learned; they are all graduates and they have Masters Degree. This issue of regional balance, I think we are stretching it so much. Practically, it is impossible to appoint 42 persons into that Cabinet. We have only 16 slots. With 16 slots, we are talking about only 16 vacancies.
