The Senator for Kisumu said that he is able to watch Manchester United play Liverpool while at his home in Kisumu and that is only possible through technology. Sen. (Prof.) Anyang'- Nyong'o said that he can watch Liverpool play Manchester United in Kisumu through technology which I agree. I should be very clear that the complementary back up is not a manual system, not necessarily. Secondly, if you read the submission by the Independent Electoral and Boundaries Commission (IEBC) it says:- “The commission shall in consultation with the relevant agencies, institution and shareholders make regulations.” I am sure these regulations will be tabled at the Senate and Members will have time to ventilate. It is now very clear who is promoting corruption in this country. It is saddening and unfortunate that this Committee of the Senate having struggled all this time to ensure that we have money to oversight, has lost it. (Dr.) Khalwale and the words of the former President of South Africa, the late Nelson Mandela who once said education is a great equalizer. From the outset, I want to congratulate Sen. Harold Kipchumba for being the 2015 United Nations (UN) Person of the Year. Such awards do not come as easy as we may think. Sen.
