  • 21 Sep 2021 in National Assembly: Thank you very much, Hon. Speaker for allowing me this opportunity to acknowledge and appreciate the Member for Matungulu, Bw. Mule for bringing this Petition. The Petition was brought on behalf of Mr. Manyala and the two other Members, Hon. Sossion and Hon. Simba Arati, who expressed the desire to know what is happening in the petroleum sector. As you have guided, our Committee will move with speed in the 14 days to carry out the investigation and establish the reasons for the hiking of oil prices. Our terms of reference have been clearly stated by you and the Members ... view
  • 21 Sep 2021 in National Assembly: We have also been charged to investigate the demurrage charges for ships docking at the Kilindini Port when they are discharging fuel. We will also need to ask ourselves questions considering our national oil strategic reserves. This country only retains two weeks’ worth of fuel which means that if there is an international problem and we cannot have ships docking with oil at the Kilindini Port, our country will come to a standstill. This country should develop sufficient storage facilities to cater for fuel storage for up to five months like the way we do for our foreign currency, where ... view
  • 19 Aug 2021 in National Assembly: Thank you, Hon. Speaker. I tender my apology for not being in time in the House when Hon. Oundo asked this Question in the first instance. I am pleased to inform him that we are going to respond to it when the House resumes. My Committee is going to undertake inspection visits to the Kenya Railways Corporation, Kenya Ports Authority and the Kenya Pipeline Company under the auspices of the Industrial and Commercial Development Corporation (ICDC). Among the inspection visits will be to the railways in Nanyuki, Malaba, Nyahururu et cetera . So, I am pleading with the House to ... view

  • 11 Aug 2021 in National Assembly: Thank you very much, Hon. Temporary Speaker for giving me this opportunity to second this important Bill and at the same time appreciate my Chair for moving the Bill competently. Digital lending has grown exponentially in the recent few years. Of course, this is as a result of mobile phone penetration in urban and rural areas. It is also as a result of the adoption of mobile phone-based financial services. The reason it has grown fast is also because of its “if in use” and the convenience. Digital lending is regulated by the Central Bank of Kenya, particularly for the ... view
  • 11 Aug 2021 in National Assembly: The need for regulating this sector arises from the very reason that Kenyans are complaining that some of the platforms are charging exorbitant interest rates that get to as high as 200 per cent. This has caused distress among businessmen and families and the result has also been being caught by the CRB. Kenyans have opposed their names being registered on CRB when they are not able to repay the loans. The essence of this Bill is to regulate, but not to kill the digital lenders platform. When we get to the Committee of the whole House, our Committee will ... view

  • 11 Aug 2021 in National Assembly: people, mama mboga, and mechanics. This is a ready solution when you want cash. The Digital Lenders Association of Kenya (DLAK) appeared before us and pleaded with our Committee that even as CBK seeks to regulate this sector, we must not kill innovation. They pleaded that we allow the digital lenders platform to thrive because they offer platforms to many Kenyans who have no access to capital and quick cash. The DLAK has funded the Jua Kali sector and many SMEs. All the same, the DLAK agrees that there should be a prudential regime for regulation and were pleading with ... view
  • 29 Jun 2021 in National Assembly: Thank you, Hon. Deputy Speaker. I beg to move that this House adopts the report of the Departmental Committee on Finance and National Planning on the inspection visit to the Kenya Revenue Authority (KRA) offices to ascertain the impact of revenue enhancement initiatives on revenue collection, laid on the Table of the House on 26th November 2020. The KRA was established by the Kenya Revenue Authority Act (Cap. 496) on 1st July 1995 for the purpose of enhancing mobilisation of government revenue while providing effective tax administration and sustainability in revenue collection. Before 1995, revenue collection functions of the government ... view
  • 29 Jun 2021 in National Assembly: The main objective of KRA was to streamline public revenue collection function by bringing the relevant agencies under the umbrella of a central revenue agency under the Ministry of Finance.
