  • 15 Mar 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I join my colleagues in supporting this Bill. The five counties involved in this metropolis are Machakos, Kiambu, Nairobi, Kajiado and Murang’a. It is important to note that these counties have a combined population of over 10 million Kenyans. That means almost 25 per cent of the total population of Kenya live within these five counties. It also translates to the fact that over 80 per cent of the national GDP is generated from these five counties. There are over 40 Members of Parliament representing these residents. Therefore, it is very important to note ... view
  • 28 Feb 2018 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to second this Special Motion. Having considered the suitability, capacity and integrity of both nominees and pursuant to Article 155(3) of the Constitution and Section 8(2) of the Public Appointments (Parliamentary Approval) Act No.33 of 2011, I wish to second this Special Motion that this House approves the nomination and subsequent appointment of Dr. Julius Monzi Muia to the position of PS, State Department for Planning, in the National Treasury and Mr. Nelson Marwa Sospeter, PS, State Department for Devolution, Ministry of Devolution, Arid and Semi-Arid Areas. view
  • 28 Feb 2018 in National Assembly: In our vetting and interviews, no member of the public, officials or groups brought any memoranda mentioning the two officers adversely. It shows that they are very special people. They are examples of humble and down-to-earth servants who are patriotic and who have a distinguished performance in delivery of services in the sphere of public service. Both gentlemen are modest and of a Christian background and they value public service more than personal aggrandisement. view
  • 28 Feb 2018 in National Assembly: The two officers represent the best crop of Jubilee technocrats and administrators. I thank His Excellency the President for casting his net wide to ensure that members from all communities and all regions, in the spirit of regional balance, have been appointed to serve in the Government. Dr. Muia is from Makueni while Nelson Marwa comes from Migori. Our encounter with Dr. Muia presented the image of a very distinguished scholar; a person with prowess in public administration and well experienced auditor and Certified Public Accountant of Kenya (CPAK) holder. Being a member of the Chartered Institute of Arbitrators (CIArb), ... view
  • 28 Feb 2018 in National Assembly: suited to serve as the link between the national Government in the devolution docket and county governments to deal with governors and other stakeholders. With those few words, I second. view
  • 8 Nov 2017 in National Assembly: Thank you very much Hon. Temporary Deputy Speaker for giving me this opportunity to support this very important Motion on Adopting the Sessional Paper No.6 of 2016 on National Urban Development Policy. I want to limit my contribution to three important items about urban development. view
  • 8 Nov 2017 in National Assembly: One is land tenure. In Roysambu Constituency, we have many informal settlements. We have Marurui, Njathaini, Soweto and Kamae. We do not have title deeds in any of those slums. It makes it completely difficult for the land owners there to develop even their own housing. It is very important as we consider adopting this policy that the Ministry of Land, Housing and Urban Development, together with the National Land Commission (NLC), urgently ensure that our informal settlement residents are issued with title deeds so that they can access loans and use those titles as collaterals in order for them ... view
  • 7 Nov 2017 in National Assembly: Thank you, Hon. Speaker, for allowing me this chance to also register my sympathy and condolences to the family of the late Governor of Nyeri. I happen to come from Nyeri Town Constituency. The former Governor was my neighbour at home. I wish to pass my sympathy to the wife and the children. We pray that his soul rests in the bosom of Abraham. He goes to join the happy company of Professor Wangari Maathai. We pray that he passes our regards to the legendary thespian, his namesake, Wahome Mutahi as well as to the legendary field marshal, Dedan Kimathi ... view
  • 12 Oct 2017 in National Assembly: Thank you, very much, Hon. Temporary Deputy Speaker for allowing me this opportunity. I would like to make a special request on behalf of most residents of Nairobi who live in the informal settlements. I want to appeal for relief food particularly for those in the informal settlements of Kawangware, Githurai, Soweto and Congo because they are facing very hard ‘Maraga’ times. Since the Supreme Court declared its ruling of the Presidential elections most businesses have not been operating and many factories have closed. Even in this town most casual workers are going without jobs and there is a general ... view
  • 12 Oct 2017 in National Assembly: releases money meant for bursaries so that we are able to issue it to the needy pupils over the recess. I also plead with the leader of opposition, Raila Odinga to preach peace and particularly now that he has withdrawn from this contest. Perhaps, you did not get a chance to know why some young MPs were fighting outside this House. One is a grandson of Baba and the other is a young MP from this town. The one from Jubilee was insisting that Baba is a serial killer. When he asked him why, he said it is because he ... view
