Thank you, Hon. Speaker. I want to comment on the Petition brought by Hon. Bett, Member of Parliament for Bomet East. Teachers play a very pivotal role in terms of education. I went to school in Bomet and I understand the squalid conditions institutions are in. Therefore, teachers in those areas are really suffering. Schools have no water. You have to walk for a long distance because there is no accommodation in the institutions. Those teachers are really suffering and I support the idea that the Departmental Committee on Education, Research and Technology helps to have that constituency approved to ...

Thank you, Hon. Deputy Speaker, for giving me the opportunity to support this Bill. The objects of the Bill are to make a law or a framework of training, registration and licensing of Biomedical Engineering professionals. The Bill further seeks to regulate the practice of Biomedical Engineering and provide for the establishment of powers and functions of the Biomedical Engineering Board. Currently, hospitals in Kenya have been highly equipped. The Jubilee Government has bought many sophisticated machines that are in our respective counties. We require people of higher caliber in terms of training to maintain and run the machines in ...

practice will not be employees of the Government or State corporations. They should be private practitioners. It also talks about financial provisions. The board shall raise its funds through such money as it may accrue or through gifts, loans, grants and donations, licence and registration fees to enable it to operate. I want to support the Bill. It will go a long way in improving the operations of our facilities.

Thank you, Hon. Temporary Deputy Speaker. I wish to second the Motion on Adoption of the Report of PAC on the Government of Kenya accounts for the 2013/2014 Financial Year. My able Chair has elaborated so well and very fluently on issues raised in this Report, findings of the Committee and recommendations therein. I would like to share with the Members some of the pertinent areas that the Auditor-General raised issues on. There is a summarised version of the audit report where the AG queried a few areas in the financial statements of the Government. Out of the 101 audited ...

such a figure that the AG was not in a position to make a determination or give a good opinion on, yet this is Government money that we desire to finance our Budget. This is an area we have shared with the National Treasury. We were lucky to have had a meeting with the CS of the National Treasury. We are stressing this area because without revenue, this country cannot finance its Budget. Those are the major areas of concern. The issues raised by my able Chairman on areas of unsupported expenditures are queries that are very prevalent in several ...

Hon. Temporary Deputy Speaker, there are issues on imprest. Looking at the documents, this is reducing. In that financial year, we had over Kshs351 million in form of imprest. But these are issues of management. A circular has been issued to the effect that officers are no longer required to surrender imprest within 48 hours, but within seven days. I can see the red light yet I know I should be having around 10 or 20 minutes to speak on this. Nonetheless, I second this Motion and encourage Members to go through the Report. It is a very big Report ...

Thank you, Hon. Temporary Deputy Chairman. I want to support the Committee’s amendment. This will go a long way to support co-curricular activities. The performance of small schools will be recognised in this country. We have been ranking schools in terms of education performance, but when we bring in co-curricular activities, we can bring on board small schools which perform so well in these activities.
