Mr. Speaker, Sir, you heard the Minister say that there is a team which is headed by some technical staff from the Ministry of Public Works in Sotik District. I would like the Minister to tell us why she chose those officers from Sotik District instead of using the ones in Konoin or Buret District which is close to Konoin.

(a) Is the Minister aware that Lelboinet Health Centre has been without electricity for over six months due to non-payment of electricity bills by the Ministry? Mr. Deputy Speaker, Sir, whereas I thank the Assistant Minister for attempting to answer this Question, he has tried to avoid answering part “b” of the Question. My Question was very specific: When will the Minister pay the outstanding bill to Kenya Power and Lighting Company (KPLC)? The Assistant Minister has said that he is in the process of opening a bank account. This process may take a year or two from now. Could he be specific in answering part “b” of the Question?

Mr. Deputy Speaker, Sir, I thank the Assistant Minister for assuring the House that in the next two weeks, power will be restored at Lelboinet Health Centre. In my constituency there are two other health facilities, that is, Flat Dispensary with an outstanding electricity bill of Kshs76,000 and Chepkoria Health Centre with a bill of Kshs35,000. Could he assure this house that in the next two weeks, he will also settle these bills?

Mr. Deputy Speaker, Sir, I want to agree with the Assistant Minister. The information that he has is not correct. The boreholes that have been drilled are not 408. If you go through this list, there is a lot of duplication. For example, number 45 has been repeated as number 100, number 49 as 101 and number 59 as 103. So, there are so many other repetitions. Therefore, the boreholes which have been drilled are not 408. He has the wrong information.

Mr. Temporary Deputy Speaker, Sir, as I have stated, according to the current Act, limestone is not considered a mineral. However, there is a Mining Bill which should be coming to this House very soon. This Bill will take into account marble, sand, salt and bridgestone which at the moment are considered as common rocks.
