  • 2 Mar 2016 in National Assembly: Thank you. I was pointing out that my constituents have been making endless journeys to the Registrar of Persons offices trying to get IDs and some of them have had waiting cards that have finally got lost or been tattered. It is constitutional in this Republic that Kenyans have a right to be registered and issued with IDs. It is not a favour and, therefore, Kenyans should not be made to beg to be registered and given IDs. It is important that this important function is decentralised up to the county level and at a later point to the sub-county ... view
  • 24 Feb 2016 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I rise to support the Controller of Budget Bill. Since the enactment of the Constitution of Kenya 2010 that created the county governments, we have witnessed situations where public money has been used in circumstances that have been very questionable. We have seen instances of people building toilets costing Ksh5 million. In a certain county, people have bought wheelbarrows at crazy prices. Therefore, I support this Bill, especially on Clause 4, which empowers the Controller of Budget to authorise withdrawals from the Consolidated Fund, the Equalisation Fund and the County Revenue Fund. ... view
  • 24 Feb 2016 in National Assembly: Today, we are also faced with the issue of misappropriation of a huge sum of money at the NYS. It is important that at this juncture, I also urge the individual leaders who have been mentioned not to drag communities into the matter because communities are not responsible for individual’s actions. They should explain, and in some instances if they are holding public office, consider stepping aside until they clear their names. This is because when we start dragging communities and accusing other communities of being behind our wars, we are creating a smokescreen and refusing to face reality. It ... view

  • 11 Nov 2015 in National Assembly: Thank you, Hon. Deputy Speaker. I support this Motion by Hon. (Dr.) Susan Musyoka on the Development of National Curriculum for Training of Medical Personnel on Emergency Care. It is true that in this country, incidences that put human life to danger are many. There are traffic and domestic accidents. There are many other cases that endanger human life. Those incidents are part of life. We have allowed teams such as the Red Cross and St John Ambulance to take care of training on emergency and handling emergency personnel. This curriculum is totally neglected. Most of it is taught at ... view
  • 21 Oct 2015 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I rise to support the Bill by Hon. Neto. Despite the fact that it has challenges and looks like a money Bill, it is a very good attempt at organising the records in our health sector. We know the nightmares that Kenyans have gone through in terms of records in the courts, offices of the Registrar of Companies and in all other Government departments. As a qualified librarian, I know the nightmares that come with the management of information. As an elected representative, I know what my constituents go through when a ... view
  • 14 Oct 2015 in National Assembly: Hon. Temporary Deputy Chairman, as leaders, we always seek for news in newspapers and all over. Therefore, it is important that we allow the media to access information. Likewise, the country and members of the public are also eager to get what is happening in Parliament. We cannot afford to gag the media. view

  • 8 Jul 2015 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I rise to support this Bill. We, as Kenyans, are aware and know that corruption is real and it is here. It is because of corruption that we have seen the problem of alcohol and drug abuse over whelm the provincial administrators in parts of central Kenya and also in my constituency. Corruption is a vice that has to be fought. One of the reasons probably we do not have commissioners committed to fighting corruption is because they feel that they serve in that Commission like they are employed. I support the ... view
