  • 6 Jul 2016 in National Assembly: institutions with knowledge on fishing, we also have institutions giving serious knowledge on the marketing of fish. It is very sad that, as it has been alluded to here, most of the fish we consume in Nairobi comes from Uganda. I thought it comes from Kisumu. When it arrives at Kenyatta Market, we are told that it comes from Kisumu. Maybe, it is from Uganda. We have now seen fish from China. It is very unfortunate. What has to be done in the fishing industry apart from training and mechanisation should have been done last year not even this year. view

  • 6 Jul 2016 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. It is good that we are going on recess. During this Session, we have seen Members execute a lot of business. We have also seen reason prevail over activism in terms of the NGCDF and the Budget. We have also got reports from the Budget and Appropriations Committee on pending Motions. It is also regrettable that my Motion is still pending. I am also concerned, like the Member for Ol Kalou, that whenever this Potato Bill is called out on the Order Paper, Members laugh at it. It is important to Members ... view
  • 29 Jun 2016 in National Assembly: Thank you, Hon. Speaker. I think privatisation is a very emotive issue. It is important that we have representation from all areas of this country. I know that Hon. Benjamin Langat will say there were only seven slots. When we look at this list we see that some communities have more than one member. The proposed nominees to this Commission should have included more women. Out of the people who applied we should have more than this. I know Mr. Suraw Mohamed Isaak. I can say he is one gentleman who pulled a feat in Nakuru County. Apart from having ... view
  • 15 Jun 2016 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. At the outset, I stand to support the amendment Bill by Hon. Wafula Wamunyinyi. Sugar is a very emotive commodity in this country and in the world because people all over the world wake up to a cup of coffee or tea which has sugar. We have been asking this question as Kenyans: Why is it that sugar can be shipped from Brazil or Cuba into Kenya and is cheaper than sugar from Mumias or Awendo or Ahero? This is basically because of our production cost which is very high. This is ... view
  • 15 Jun 2016 in National Assembly: not only restricted to sugar. We have also seen the problem with other agricultural products. For example, eggs from South Africa which get into the Kenyan market are cheaper than eggs produced in Kenya. Because of the kind of commercial structure of sugar in the world, it will only be fair that transportation of sugar from farmers is exempt from VAT. Not only transportation. I would hope Hon. Wamunyinyi will look for other areas where the sugarcane farmer would be exempted from tax so that production can cost as little as possible so that we can compete in the market. ... view

  • 9 Jun 2016 in National Assembly: (xxiii) Reduce the capital allocation to the State Department for Energy under the programme Power Transmission and Distribution programme by Kshs600 Million from the following: Kshs300 million from Turkwel-Lokichar line and Kshs300 million from off-grid diesel power stations; and, (iii) effecting consequential amendments to First Schedule accordingly to reflect the adjustments in paragraphs (a) and (b) above.” view
  • 9 Jun 2016 in National Assembly: This amendment seeks to move a total of Kshs600 million from the State Department for University Education for the establishment of a public university in Turkana County. This will be the first ever public university in Turkana County. This will go a long way in promoting development of human resource in that county. It will also help the Government to address the challenge of marginalisation. Currently, people in Turkana County travel 300 kilometres to access university education. The nearest accredited university institution is in Kitale. These funds will be sourced from two projects, namely, a sum of Kshs300 million from ... view
