There is an amendment that introduces a new section immediately after Section 108A, which says that where any matter under a tax law is in issue in any ongoing criminal case and is also directly or substantially in issue in any pending civil case, that fact shall not be a ground for any stay, prohibition or delay of either the criminal or civil case. Since they are the only providers, they can choose to set any price regardless of the demand because they know their customers do not have a choice. They can inflate prices for lack of competition.
