  • 26 Sep 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to contribute to this important Bill. Having looked at some of the provisions of this Bill, I am very sure that once it becomes an Act of Parliament, and if well implemented, it will be a milestone remembering that Article 53(1)(b) of the Constitution defines the right to education as a basic right. For quite some time, this right has not been properly exercised as per Article 53(1)(b) of the Constitution. Looking at international instruments, there are several definitions regarding the interests and rights of the child. For example, ... view
  • 26 Sep 2019 in National Assembly: and must be taken into consideration. We have the African Convention on the Rights of the Child. All those international instruments clearly recognise the right to education as a basic international right. Those are inherent rights. view
  • 26 Sep 2019 in National Assembly: I have looked at some of these provisions. I can say that they resemble the provisions for mobile schools, and there are also penalties to parents. Since this is a free and compulsory right that is granted to our children, parents and teachers have an obligation to ensure that those rights and provisions are met. I have also looked at the obligations of the county governments in promoting the right to child education. There are several obligations on the county governments because this is a devolved function. Martha Wangari especially recognising the fact that children rights are human rights. As you look at the process of adoption, I am aware that there are several procedures that are undertaken before a certificate is issued. Bonding between an adopted child and the mother and the father is a right that is recognised under international instruments. I can cite several rights of the child, especially the 1989 Convention on the Rights of the Child. One of the rights that are enshrined in that particular instrument ... view

  • 27 Jun 2019 in National Assembly: My Question goes to the Cabinet Secretary for Transport, Infrastructure, Housing and Urban Development. (i) Is the Cabinet Secretary aware that construction of the Kigogoini- Wandumbi-Gatumbiro Road in Tetu Constituency has been abandoned by the contractor - Intex Construction - despite the Government having allocated funds for the road? (ii) What is the specific timeline within which construction of the said road should be completed? view
  • 12 Jun 2019 in National Assembly: Hon. Deputy Speaker, I beg to ask the Cabinet Secretary for Labour and Social Protection: (i) whether he is aware that over 600 names and data of elderly persons in Tetu Constituency aged more than 70 years were omitted in the registration for the elderly persons under the Elderly Persons Cash Transfer Programme, and (ii) what measures the Ministry has put in place to ensure that the said elderly persons in Tetu Constituency are registered and paid their dues. view
