Judiciary. The Judiciary, love or hate it, need resources because they play a very critical role. Many of the cases that go to court are disputes between citizens. Some of them are commercial disputes as opposed to issues relating to administration or constitutional rights or even the public law sector like criminal law. In order to make an economy function properly, you need a dispute resolution system that works efficiently. Overall, on the question as to whether this Bill meets the constitutional requirements, yes, it does. This is because the minimum percentage that should go to the counties is 15 per cent. It seeks to allocate more than 10 per cent of the minimum required under the Constitution. The case I am making is that it could have been better. I therefore commend the Bill to the House. Thank you, Madam Temporary Speaker. I truly do support this Motion. As you know, it is a very important Motion in terms of naming and appointing the Members of these two crucial Committees. They are Sessional Committees. Every year we have to reconstitute these two Committees: the CPAIC and the Committee on Delegated Legislation. I think overall the Committees have done well over the years, except that, in the future, the CPAIC is going to restructure. There was a time when Sen. M. Mr. Speaker, Sir, I beg to second and beg that, unless there are very serious concerns about the proposed names, without that committee, it will be difficult to start business commencing tomorrow. In the other House, when they could not agree on the names, they had to adjourn the House until another House had to be convened. Therefore, I second and hope that at the rise of the House, the House Business Committee will be able to sit and determine the business that will come to the House tomorrow going forward. I want to inform Sen. Khaniri. He is quite justified in giving those comments. However, we have had an experience where if we do not have the Whips in the Senate Business Committee (SBC). It is very difficult to whip up Members for business which has already been decided upon by the SBC. For that reason, the Minority Side has their Whip, Sen.
