24 Jul 2019 in Senate:
Madam Temporary Speaker, the Senate is doing something noble by wanting resources to go to the counties, as it must if devolution has to succeed. However, the way some of the governors are managing counties, despite these laws, is like someone running their homestead. If you want a homestead to be run on a sound basis, you will have some internal rules and regulations. Madam Temporary Speaker, if you go to the offices of many governors, you will find some of them with 2,000 procurement files. This is because no procurement can be done successfully without a governor putting his ...

regulations. The kind of loss and embezzlement that is going on now was never there, and the proportions were not as alarming as they are today. I hope that this Report will be discussed with the CoGs to see where they can pull up their socks to make their work more effective and accountable to the people of this country. Madam Temporary Speaker, we can talk about liabilities, but we will know about it because creditors will not allow counties to be in peace. On the question of assets, the component of assets is found in a lot of counties. ...

Madam Temporary Speaker, the whole thing is about the issue of leadership. The way counties are run and how governors behave is like they want to be monarchical The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate.

institutions. Sometimes when you go to a public meeting, there is a public address system. However, when the governor comes, he has got his own public address system and a podium. This is backwardness and foolishness. If you share a platform with the President of United States of America (USA), you use the platform that is available. If President Trump meets ordinary people, he does not sit in a seat like a throne. They even share the seats in the room. However, it is as if we are building images of governors and presidents like those of monarchs. They are ...

18 Jul 2019 in Senate:
Madam Temporary Speaker, I will be very brief. I also take this opportunity to congratulate the Speaker for leading the House when we went to file the case that we all know about. I also congratulate my brother, Sen. Murkomen, the Senate Majority Leader, because he has been very passionate about the powers and integrity of the Senate, as a House. I congratulate us all, because this morning when we appeared in court, there was supposed to be another case presided over by three Judges. The Judge decided that before he can touch any other case, he had to deal ...

18 Jul 2019 in Senate:
This is now the Bill. Sen. Wetangula would rather talk about “this is the case,” which we had in court today in the morning but; “this is the Bill”. This Bill defines whether or not we want devolution. I will say just one thing, because the able distinguished Senate Majority Leader has said a lot of things, and I would like my other colleagues to also say something about this matter. Madam Temporary Speaker, all over the world, people get tired with politicians. When they get tired, you get a leadership emerging in some of the countries that you cannot ...

18 Jul 2019 in Senate:
The President will not be allowed to sign the warrants because that would lead to a constitutional crisis. When there is no proper appropriation in the United States of America, even the President cannot do anything. He will just go home and wait for things to be regularised. That is how the rule of law works. Therefore, what this Senate has done will be remembered a 100 years later. It may not be important now and some people may think that we were just talking today. There are countries where even the Chief Justices have walked in the streets to ...

18 Jul 2019 in Senate:
’. Hii imekua mambo yaupumbavu kwa sababu Supreme Court ilitoa uamuzi”. I, therefore, support the reduction period of the publication of this Bill. I hope that we will pass the Bill on Tuesday. I can say without fear of contradiction that if we hold firm, the figure in that Bill should not be changed at all. How can we change that Bill when the national Budget is in trillions? The National Intelligence Agency is being given Kshs400 billion and that is one institution. What about 47 counties where things happen? Why are they being given Kshs300 billion? What is that? ...
