Mr. Deputy Speaker, Sir, I am reading Article 179 of the Constitution. First of all it says: “A County Executive Committee consists of the County Governor and the Deputy Governor and the members of the County Executive.” Sub-Article (4) says: “The County Governor and the Deputy Governor are the Chief Executive.” This is a language from the corporate world. That is why I am saying things are even wrong with the governor’s office. As I was listening to the introductions, they were not proper because they were names in regard to particular persons or individuals, it was one name and there was no prefix; Mr., Mrs., Hon. --- We did not get all that proper introduction for purpose of record – and also designation - I am being reminded by my colleague, the Senator for Kakamega County. On a point of order, Mr. Speaker, Sir. In regard to what you have just said, the witness statement the way it appears is just a broad statement. It is not even evidence the way I look at it. The problem is that you will have to tell us whether we are free to ask the witness the questions on behalf of the county assembly. Mr. Speaker Sir, since this is a quasi - judicial body, I would urge you that the witness do not just adopt the statement. This is because we are taking a very serious action on the power that we have been supplied with documents and some of them are not authored by the County Assembly. They are relying on, for example, documents which have been written by contractors. We do not know whether those contractors could admit that indeed those are their letters.
